From time to time, the department establishes reviews or panels to examine key planning issues. These may include:
- Joint strategic reviews, in partnership with local government.
- The appointment of a planning panel or administrator to perform the functions of a local council where there is unsatisfactory performance in dealing with planning and development matters. An Order gazetted on 20 July 2007, and Planning Circular
issued on 1 August 2007, list the matters the Minister must to take into account in determining whether to make such an appointment.
- Other expert reviews, as required.
Such planning reviews or the appointment of panels/ administrators are in addition to the role of the Planning Assessment Commission. The PAC consists of independent panel members and was established on 3 November 2008. The PAC provides advice to the Minister, or the department, on a range of planning and development matters, and also determines major project applications delegated to it by the Minister. About the review:
The Department of Planning and Infrastructure, in partnership with Lane Cove Council, has prepared a joint strategic review of the Mowbray Road precinct. This collaborative effort was to allow Council and the department to ensure that the most appropriate planning outcome is realised for the precinct.
Independent experts were commissioned to undertake a strategic review of the precinct, which is bounded by Mowbray Road, Centennial Ave, Batten Reserve and Willandra Street.
The expert reports were commissioned to:
- Identify the opportunities and constraints to medium or high density residential development in the precinct;
- Examine the existing LEP controls to determine the likely dwelling yield of the precinct; and
- Identify any necessary infrastructure works to support the precinct’s future development.
Current status:
The Mowbray Road Precinct Strategic Review has now been completed. A Strategic Review Report was prepared by staff from the department and Council to outline the findings of two independent expert studies investigating planning and traffic issues in the precinct. This Strategic Review Report, and the consultant reports by JBA Planning Pty Ltd and SMEC Australia Pty Ltd, were considered by Lane Cove Council on Monday 5 December 2011. Council has resolved to prepare a planning proposal to amend the zones across the precinct. Updates on the progress of the planning proposal are available on the LEP tracking system.

Warriewood Valley Strategic Review

About the review:
Pittwater Council and the department are working in partnership to undertake a strategic review of undeveloped land in the Warriewood Valley. Independent expert consultants have been engaged to provide advice on traffic and transport, urban design, water management, and flooding issues.
The review will examine:
- The potential for increasing the height and density standards, and revising the urban form requirements that currently apply to Warriewood Valley;
- Existing and future infrastructure requirements and demand;
- The possibility of a retail/ commercial precinct incorporating open space and a mix of residential and commercial development in the Southern Buffer area.
The findings of the review will be used to determine the most appropriate form of residential development for the undeveloped land in Warriewood Valley. The findings may lead to Council preparing a planning proposal to seek to change the zoning or development controls for some or all of this undeveloped land.
Current status - on exhibition:
Last year, consultants were engaged to provide independent expert reports on traffic and transport (AECOM), urban design (HBO+EMTB), water management and flooding issues (Cardno) and an economic feasibility report (Hill PDA). An independent probity advisor has also been engaged to oversee the strategic review.
A Draft Strategic Review Report outlining the outcomes of four independent expert reports, and the recommended way forward for Warriewood Valley, has now been finalised by departmental and Council staff.
A report on the strategic review was presented to Pittwater Council at its meeting of Monday 19 March 2012 and councillors agreed to proceed to exhibition. A community briefing session was held on Tuesday 3 April 2012 at Pittwater RSL Club.
The Draft Strategic Review Report, accompanying consultants’ reports and interim probity report are on public exhibition from Saturday 24 March 2012 to Friday 18 May 2012 and public comments are invited during this period.
