Review of Potential Housing Opportunities on Landowner Nominated Sites


Land Review

The government has commenced a review of potential housing opportunities on sites nominated by landowners.  This follows the Minister’s general invitation to landowners to submit expressions of interest if they are interested in developing their land for housing.  The closing date for submissions was 29 November 2011.

The purpose of the Review is to identify sites in appropriate locations and with adequate service and infrastructure provisions that will increase dwelling production in the short term at no additional cost to government.


Review Process

The government will conduct the Review in close and ongoing consultation with local councils and in accordance with an evaluation and probity plan to ensure transparent and consistent consideration of submissions. This plan has been prepared and will soon be made available on this website. The Independent Commission Against Corruption (ICAC) will also be notified of the plan.

Sites will be reviewed on the basis of government-endorsed objectives and matters for consideration. A question and answer document [PDF] gives further information about the review process.

Sites Nominated by Landowners

Forty three submissions were received by the closing date of 29 November 2011. Of these, 12 have been found to be inadequate and no further assessment will be undertaken on them under the current process.

The remaining 31 sites are undergoing further evaluation on the basis of government-endorsed objectives and matters for consideration. These sites are in the local government areas of Camden (four sites), Campbelltown (three), Clarence Valley (one), Hawkesbury (one), Hornsby (one), Liverpool (one), Penrith (five), Port Stephens (one), Sutherland (two), The Hills (two), Wollondilly (nine) and Wyong (one).

The status of all sites is indicated on this schedule.

A detailed assessment is being undertaken to determine each remaining site’s ability to deliver housing in the short to medium term, taking into account infrastructure requirements, impacts on agricultural land and the environment, and access to jobs.

The department has asked the relevant councils to provide submissions, outlining their assessment of the suitability of each site. These submissions will be considered as part of the Government’s assessment. 

Recommendations will considered by the Government’s Chief Executive Officers’ Review Committee, chaired by the Director-General of the Department of Premier and Cabinet (the committee also includes the heads of Planning and Infrastructure, Finance and Services, and Treasury agencies). Final recommendations will then be considered by Cabinet.
