Local Contributions Review
In December 2008, the Premier of NSW announced a package of reforms to infrastructure contributions. Included in these reforms was the establishment of a $20,000 per lot threshold for local infrastructure contributions to help manage the cost of development.
As part of the Government’s review of local contributions plans, a number of councils have sought exemption from the Minister’s section 94E direction
(issued 13 January 2009), which sets the maximum $20,000 levy per lot.
A Local Contributions Review Panel was set up to work with councils to review local contributions plans that include levies contributions above the threshold. The review process is to ensure infrastructure contributions are consistent with the Government’s plans to boost housing supply, support business and provide a stimulus to the construction industry. The objective is to help make the cost of development responsive to market conditions - enabling land to be made available more quickly – while ensuring an equitable level of contribution.
