The precinct is 420 hectares and is bounded by Burdekin Road to the south, Schofields Road to the north, the Richmond Rail line to the west and the Second Ponds Creek release area to the east.
Following extensive consultation, the plan was finalised in May 2010 and new planning controls were introduced to enable urban development. Refer below to the Final Planning Package for more information.

The amended State Environmental Planning Policy (Sydney Region Growth Centres) 2006 and maps are available on the NSW legislation website.
We have been working closely with Blacktown City Council and Transport for NSW to preserve a transport corridor through the Riverstone and Alex Avenue priority precincts.
Following consultation in August 2015, the transport corridor extension from the Sydney Metro Northwest has now been included in the relevant land zoning maps under State Environmental Planning Policy (Sydney Region Growth Centres) 2006. This means that all development applications within the corridor will need to be referred to Transport for NSW by Blacktown City Council.
