- Title: Southern Sydney Freight Line (SSFL)

- Applicant: Australian Rail Track Corporation Ltd (ARTC)
- Description: The ARTC is proposing to construct, operate and maintain the SSFL, a new rail track 30km long in an existing 36km rail corridor between Macarthur and Sefton. The SSFL would provide a third bi directional track for freight services, which would allow passenger and freight services to operate independently. The new track would be located on the western side of the existing RailCorp passenger lines between Macarthur and the junction with the East Hills Line at Glenfield. At Glenfield it would cross over to the eastern / southern side of passenger lines via a new grade-separated interchange, known as the Glenfield flyover.
The proposal includes the construction and/or modification of road and rail bridges, retaining walls and embankments. Upgrades will also be required at six railway stations and their surrounding precincts - Leumeah, Minto, Casula, Warwick Farm, Cabramatta and Sefton. - Location: The SSFL would comprise a single dedicated rail freight track, extending from south of Macarthur to east of the Sefton Park junction.

The concept approval modified the Applicant's concept plan in order to limit the extent of dam expansion to approximately half of the 52 ha expansion proposed by the Applicant. - Description: On 3 November 2006, Kings Forest was gazetted as a State significant site in Schedule 3 of State Environmental Planning Policy (Major Projects) 2005 ("the Major Projects SEPP").
The State Environmental Planning Policy (Major Projects) 2005 (Amendment No 10) ("the SEPP") provides new zones and development controls for Kings Forest that will protect areas of high conservation value and provide guidance for future urban development over parts of Kings Forest.
The conservation values to be protected by the SEPP include Koala habitat, coastal wetlands and endangered ecological communities. The SEPP also assists in the consolidation of wildlife corridors. In protecting environmental areas and providing future housing opportunities, this SEPP will achieve the Government's draft Regional Strategy for the Far North Coast.
