The NSW Government’s Mid North Coast Regional Strategy recognises Coffs Harbour as a major regional city located midway betweenSydney and Brisbane with a significant role to play in accommodating projected population and employment growth in the region.
As such, the Department of Planning has worked with Coffs Harbour City Council to produce the Coffs Harbour City Centre Plan which is designed to increase investment, revitalise the city centre and sustainably manage expected growth.
The plan caters for an additional 5,000 new residents and 2,000 new jobs over the next 25 years.
The plan consists of three documents:
- a Vision – which sets a strategic direction for the city’s growth;
- a draft Local Environmental Plan – which establishes the statutory planning provisions across the city such as zonings, heights and floor space ratios; and
- a Development Control Plan – which outlines the more detailed planning provisions such as building setbacks, solar access and pedestrian amenity.
The plan identifies three key precincts across the city where redevelopment opportunities exist:
- the CBD – where development incentives are designed to encourage business investment and a greater mix of residential and commercial uses;
- the Jetty Village – which is to be established as a centre for outdoor dining and recreation; and
- along Park Beach – which is to be revitalised as a tourist centre, including upgrades to Ocean Drive and Park Beach Road and improved facilities and amenities at Park Beach reserve.
