Media Release - Minister's Office Sydney: 17 April 2009 NSW GOVERNMENT SECURES ORANGE LAND SUPPLY NSW Planning Minister, Kristina Keneally, today announced the rezoning of 171 hectares of land at Bloomfield, south of Orange.
The rezoning will provide land for future urban residential and commercial development and follows the release last year of Orange City Council’s Sustainable Settlement Strategy.
Ms Keneally said the decision to rezone the land would allow new residents to be close to major hospital and educational infrastructure facilities.
“The land was identified as having potential for future urban residential and commercial development because of its proximity to employment opportunities,” Ms Keneally said.
“Providing new houses and jobs near Bloomfield Hospital and the NSW Government’s Orange Agricultural Institute will help contribute to economic development in Orange.”
Listing the 171.3 hectare site at Bloomfield as State significant permits a range of new land uses, including:
• Nearly 93 hectares zoned special activities for the continued operation of the Orange Agricultural Institute; • Nearly 68 hectares zoned for low density residential development with the capacity to yield around 800 dwellings; and • Over 11 hectares across two tracts of land zoned for a range of uses servicing the adjacent medical, recreational, residential and industrial precincts.
Ms Keneally said concerns were raised during the public exhibition about the impact of additional land for retail uses on the Orange CBD, provision of new infrastructure to the site and loss of agricultural research land.
“Input from the community and Orange City Council played a significant role in my decision to impose a 1,500 square metre limit on retail floor space on the site,” Ms Keneally said.
“It is important that while providing land for future development, that development does not threaten the livelihood of the existing Orange CBD.
“I have also ensured before any further development occurs on the site the proponent will be required to provide adequate services and infrastructure.”
The Department of Primary Industries said that land to be rezoned at the research institute currently being used for grazing livestock can be transferred to alternative sites nearby and as such there will be no loss of any agricultural research capability.
