SEAFORTH TAFE SITE PROPOSED DEVELOPMENT CAN PROCEED TO LODGEMENT

The NSW Department of Planning has issued a Site Compatibility Certificate (SCC) for the former Seaforth TAFE site that will allow any future development application to be lodged with Manly Council.

Issuing of the SCC follows over four years of discussion regarding development of a strategy for future use of the site.

The Department’s Executive Director of Strategic Sites and Urban Renewal, Jason Perica, said the applicant – the Department of Education and Training – lodged the SCC application with the Department for a mixed residential, commercial and retail development.

“The SCC recognises that the proposal is compatible with the surrounding land uses and makes permissible additional uses consistent with the adjoining business and residential zones,” Mr Perica said.

The application also proposed adaptive reuse of the Seaforth Library heritage item and basement carparking accessed from Kembridge Avenue.

The issuing of an SCC for the former Seaforth TAFE site does not constitute a development approval, however it does permit an applicant to now lodge a formal development proposal with the council for consideration.

A number of strict requirements were imposed as part of the certificate, including:

• That any future development must provide retail landuses along the ground floor level fronting Sydney Road to enhance the vitality of the Seaforth Village Shopping strip;

• That a large area fronting Sydney Road be maintained as publicly accessible open space;

• That any future development must not exceed the total building envelope specified in the redevelopment proposal for which the SCC was issued;

• A two level reduction in height at the northern end of the western building to decrease the bulk of the building envelope and ensure compatibility with the adjoining residential development;

• That careful consideration must be given to providing an appropriate curtilage around the heritage-listed Seaforth Library building.

Once Manly Council receives a development application, it would undertake the normal assessment process including community consultation before it makes its final determination.
