Development Control Plan (DCP)

The Development Control Plan (DCP) complements the Local Environmental Plan (LEP) and gives more detailed design parameters for new development in the city centre. It includes objectives and controls for:

  • City centre character objectives for different zones;
  • Building forms in terms of street front heights, building lines and setbacks, building exteriors, and landscape design in different zones;
  • Pedestrian amenity including new through-site links, active street fronts and awnings, safety and security, vehicle crossings, advertising and view corridors;
  • Access, parking and servicing for new development;
  • Environmental management in new development including energy efficiency, water conservation, reflectivity, wind mitigation, waste and recycling; and
  • Special area objectives and controls.

The DCP documents are available for download in PDF format below. The DCP contains many maps and elements of high quality imagery, making a single file download too large for many internet users. To accommodate those on slower connections, the document has been split into the following sections.
