Development assessment in the NSW alpine resorts
Development assessment within the alpine resort areas [PDF] is governed by State Environmental Planning Policy Kosciuszko National Park-Alpine Resorts (the SEPP). The main aim of the SEPP is to protect the natural and cultural heritage of land within the alpine resorts and to encourage environmentally sustainable development.
Key requirements of the policy include:
- all development is to be subject to the assessment of environmental impacts to protect the unique alpine environment
- geotechnical and land stability issues associated with construction in steep alpine environments are to be rigorously assessed (see Geotechnical Policy)
- all major development proposals are to be advertised
- development proposals are to be referred to the NSW Department of Environmental and Conservation for comment and to be authorised under the National Parks and Wildlife Act 1974.
The SEPP applies to the resort areas of Thredbo, Perisher Range (including Bullocks Flat), Mount Selwyn, Charlotte Pass, Kosciusko Mountain Retreat, Ski Rider and Sponars Chalet.

Under the SEPP, the Minister for Planning is the consent authority for development. The policy also sets out the types of development considered to be ‘exempt development’, i.e. does not require consent. This is generally minor development with minimal environmental impact.
Lodging a development application
To undertake development within the NSW alpine resort areas proponents need to lodge a development application with the Department of Planning. Before doing so, it is recommended that proponents contact the Alpine Resorts Team to discuss their proposal (as well as any other relevant agencies) to resolve any issues early in the process and to identify what information will need to be submitted to support the development application.
