Precinct Acceleration Protocol
The NSW Government in June 2006 formally announced the first tranche of precincts to be released within Sydney’s North West and South West growth centres, based on recommendations from the Growth Centres Commission.
The NSW Government also endorsed a Precinct Acceleration Protocol, which allows precinct releases within the growth centres to be accelerated earlier than proposed by the Growth Centres Commission. The key condition for acceleration of a precinct is that there will be no cost to Government.
Invitation to apply
The Department of Planning has released Guidelines for Applicants to assist proponents wishing to apply for precinct acceleration.
Applications to be considered as part of the third tranche of submissions must be received by Friday 13 June 2008 and be delivered during business hours to:

Four additional copies of submissions are requested (including any electronic material on CD-ROMs). All submissions will receive a formal acknowledgement confirming receipt.
Applications have been invited on two previous occasions - November 2006 and June 2007.
Review of submissions
Submissions received will be assessed by the Precinct Acceleration Control Group (PACG), which oversees the process of considering precinct acceleration proposals. The Probity Plan for Precinct Acceleration Protocol (Stage 1) outlines the processes under which submissions will be considered.
Potential applicants should also be aware that in addition to the Guidelines referred to above:
- The Department's Planning Circular PS07-018 - Infrastructure Contributions (6 November 2007) notified that precinct acceleration proponents will now need to pay 75% of a modified range of infrastructure costs and will be provided with a 100% refund for linkage and excess capacity infrastructure as other developments proceed.
- The Precinct Acceleration Control Group is currently reviewing the operation of the Precinct Acceleration Protocol.
- In undertaking assessments, the Group will apply their experience with applications to date to their assessment of any applications and, in particular, anticipates more opportunity for direct discussions with proponents early in the consideration process.
