Frequently asked questions for the Calderwood Urban Development Concept Plan (Modification)

What does the proposed modification include?

Lend Lease Communities (Australia) Limited have submitted a request to modify the Calderwood concept plan, seeking approval for additional housing supply. The proposed modifications include;

  • An increased number of dwellings from 4,800 to approximately 6,500
  • An increased gross floor area for retail in the town centre from 20,000m to 25,000m²
  • An increased provision of open space from 33.2ha to 47.4ha
  • Increase the size of a community centre from 900m² to 1,200m²
  • Changes to the approved development control strategy
  • Inclusion of retirement living units and aged care homes, potentially in the north east portion of the site
  • Modifications to the approved road network and additional road infrastructure including the upgrade of Calderwood Road
  • A decreased size of one primary school site from 3ha to 2ha
  • Extension on the timeframe to deliver the high school to the year 2031
  • State and local VPA amendments and additional monetary contributions towards library facilities in Shellharbour
  • Commitment to achieving a 5-6 star green star communities rating or equivalent instead of the previous commitment to install a solar farm or co (tri) generation plant within the town centre.

 

What is the role of the Department in the assessment process?

The Department of Planning and Environment will assess the merits of the modification application for the Calderwood Concept Plan under the Environmental Planning and Assessment Act 1979 and other applicable state legislation. The Department’s assessment will include consideration of the Environmental Assessment (EA), all submissions and community feedback, and the proponent’s Response to Submissions (RTS).

 

How can I comment on the modification to the Calderwood Concept Plan?

The modification to the Calderwood Concept Plan was on public exhibition until 11 October 2018.

 

The Department welcomed feedback from the community, government agencies and other stakeholders during public exhibition.

 

Your submissions will help us better understand the opinions and issues related to the proposal, which informs our assessment of the project. 

 

What happens next?

The modification to the Calderwood Concept Plan was on public exhibition until 11 October 2018.

 

The Department will soon publish all submissions received on its Major Projects website, and ask Lend Lease Communities (Australia) Limited to address any issues raised by the community, council and government agencies.

 

Lend Lease Communities (Australia) Limited will prepare a formal Response to Submissions (RTS) report, which we will make publicly available.

 

The Department will then assess the merits of the project, which includes consideration of the Environmental Assessment (EA), all submissions and community feedback, and the RTS.

 

If there are more than 25 objections, a reportable political donation or an objection made by the local council, the modification request will be referred to the Independent Planning Commission (IPC) for determination.
