What does the proposed modification include?

Crown Group have submitted a request to modify the Project Approval for the Eastlakes Shopping Centre redevelopment. The Proposal seeks to make changes to the approved development on the southern site only, including:

  • Reducing the number of buildings above the podium from 6 to 4 towers
  • Increasing building heights from 2-6 storeys to 4-14 storeys above the podium
  • Increasing the number of apartments from 292 to 468 
  • Increasing the gross floor area from 35,743m² to 51,079m²
  • Increasing parking from 700 to 1,077 spaces through additional basement level
  • Reconfiguring the ground floor retail and Level 1 commercial layout
  • Modifying the operating hours for the non-residential component to 6am – 10pm and for the loading dock to 24 hours.

What is the role of the Department in the assessment process?

The Department will assess the merits of the proposed modification under the relevant requirements of the Environmental Planning and Assessment Act 1979. The Department’s assessment will include consideration of the Environmental Assessment (EA), all submissions and community feedback, and the proponent’s Response to Submissions (RTS).

How can I comment on the modification to the Eastlakes Shopping Centre Project Approval?

The proposed modification was on public exhibition until 30 November 2018. 

The Department welcomed feedback from the community, government agencies and other stakeholders during public exhibition.

Your submissions will help us better understand the issues related to the proposal, which informs our assessment of the project. 

What happens next?

Now that public exhibition has closed, the Department will publish all submissions received on its website and ask Crown Group to address any issues raised by the community, council and government agencies.

Crown Group will prepare a formal Response to Submissions (RTS) report, which we will make publicly available.

The Department will then assess the merits of the proposal, which includes consideration of the Environmental Assessment (EA), all submissions and community feedback, and the RTS.

If there are more than 25 objections, a reportable political donation or an objection made by the local council, the modification request will be referred to the Independent Planning Commission (IPC) for determination.
