Sydney Metro submitted a Concept State Significant Development (SSD) application seeking consent for the broad concept for an Over Station Development (OSD) above the Waterloo Metro Station.


Within the concept application, Sydney Metro seeks approval for:

  • maximum building envelopes for:
    • three mid-rise buildings between 4 to 10 storeys along Cope Street
    • three towers with heights up to 23 storeys, 25 storeys and 29 storeys above a 3 to 4 storey podium along Botany Road
  • a maximum gross floor area of 68,750m²
  • conceptual land use for non-residential and residential floor space
  • a minimum 12,000m² of non-residential gross floor area including a minimum 2,000m² for community facilities
  • 70 social housing dwellings and a minimum 5% of future residential floor space as affordable housing
  • car parking spaces, bicycle spaces, motorcycle spaces and service vehicle spaces.


The Concept SSD application does not seek approval for any construction works.


Waterloo OSD concept approved

The Concept SSD application for the Waterloo Metro Quarter OSD has been approved subject to conditions based on consultation with the community, council and other government agencies.


The Department carefully considered the Environmental Impact Statement, Council and community views during the assessment process.

New planning controls approved

The new planning controls for the Waterloo Metro Quarter have now been approved.


The final planning controls relate to building heights, floor space ratio and active street frontages. The Concept SSD Application will take into account the approved new planning controls.


Although the State Significant Precinct (SSP) study application and the Concept SSD application relate to each other, they are separate planning processes.

Next steps

Following the approval of the Concept SSD application, separate application/s will be required for the detailed design and construction of the development.
