A local housing strategy establishes a council’s vision for providing housing in a local government area. A local housing strategy (LHS) will link a council’s vision for housing with the housing objectives and targets of the NSW Government and Greater Sydney Commission strategic plans, including regional and district plans.

Local housing strategies are prepared by councils, in consultation with communities, to detail how and where housing will be provided in local areas. They include consideration of demographic factors, local housing supply and demand, and local land-use opportunities and constraints.

Local housing strategies can also identify areas of cultural, environmental, heritage or local character significance. 

The Local Housing Strategy Guideline and Template has been prepared to support councils in developing local housing strategies.

Implementation and Delivery plan template

The department has also developed a template for the Implementation and Delivery plan to assist councils to develop a robust and detailed plan that provides clarity around council’s responsibilities and clearly articulate detailed tasks and milestones required to be carried out to implement the LHS.
