The Priority Assessment Program accelerates projects that are either early in the assessment process or that may have been ‘stuck’ in the planning system for some time.
Projects identified for the program are case managed through to determination under a ’Service Charter’ between the department and the proponent.
The goal is to speed up the process by providing ways to resolve issues. These issues may include oversight, scheduling and risks.
The case management approach reflects the complexity of the project and the issues to be resolved prior to an assessment decision. Inclusion in this Program doesn’t predetermine the assessment outcome and all projects are assessed in accordance with the Environmental Planning and Assessment Act 1979.
Projects for case management may include:
- State significant development (SSD) / State significant infrastructure (SSI).

State significant development (SSD) and infrastructure (SSI) under case management in the Priority Assessment Program are estimated to contribute $28.28 billion economic value, 1922 dwellings and 37,765 jobs (22,268 construction and 10,697 operational), across 37 projects.
|Sydney Metro - Western Sydney Airport [Determined]||A new metro line to service Western Sydney International (Nancy-Bird Walton) Airport, the Western Sydney Aerotropolis and interchanging with the T1 Western Line at St Marys.|
|M12 Motorway [Determined]||A new dual-carriageway motorway to connect the M7 Motorway with the Western Sydney Airport and The Northern Road. The motorway will be initially two lanes in each direction, with capacity for an additional future lane in each direction.|
|Inland Rail - North Star to NSW/Queensland Border||The construction and operation of 30 kilometres of rail track and associated facilities between North Star and the NSW/Queensland border.|
|Inland Rail – Narromine to Narrabri||This section of the Inland Rail project consists of approximately 300 km of new single track rail line, through private and public property in a “greenfield” environment between Narromine and Narrabri.|
|Inland Rail – Narrabri to North Star Phase 2||Upgrade of approximately 15 km of the existing rail line track and track formation within the Narrabri to North Star corridor running from Moree north to beyond the Camurra Bypass, including the Mehi-Gwydir river crossings.|
|Inland Rail – Illabo to Stockinbingal||Construction and operation of around 37km of single track railway from Illabo to Stockinbingal, including one crossing loop, to accommodate double stacked freight trains.|
|Emergency Town Water (Dungowan Dam)||Development of a new dam at Dungowan and augmented delivery pipeline from the proposed dam to the junction with the pipeline from Chaffey Dam to the Calala Water Treatment Plant in the Peel Valley region of NSW.
|Project Energy Connect (NSW – Western Section) [Determined]||Development of a new 330 kV transmission line connecting the NSW and SA transmission networks (via Buronga substation) and upgrading the existing transmission line between Buronga substation and the NSW / Vic border.|
|Project Energy Connect (NSW – Eastern Section) [Determined]||Development of a new transmission line (330 kV minimum) connecting Buronga Substation and Wagga Wagga Substation, and construction of the new Dinawan Substation (170 km west of Wagga Wagga).
|Snowy 2.0 – Transmission Connection [Determined]||New transmission connection between the proposed Snowy 2.0 pumped hydro and generation project to the existing high voltage transmission network.|
|Atlassian – office and hotel development [Determined]||Partial demolition and adaptive reuse of the Former Inwards Parcels Shed at Central Station, Sydney. Construction of a RL200.2 m (approx. 39 storeys) mixed use tower with a total GFA of 70,256 m2 Office, hotel, retail and food and drink uses.|
|Mount Pleasant Optimisation Project [Determined]||Extension of the life of the open cut operation by mining deeper coal seams, using existing and proposed new infrastructure.|
|Stubbo Solar Farm [Determined]||Development of a 400 MW solar farm with energy storage and associated infrastructure.|
|Carlingford West Public School [Withdrawn]||Removal of existing demountable buildings and replacement with permanent buildings for classrooms. Construction and refurbishment of permanent learning spaces, new library, reconfigured open space, access and play areas. Also includes construction of additional parking spaces on site, new driveway and turning circle to Felton Road west.|
|Edmondson Park Public School [Determined]||Construction of a new primary designed to accommodate 1,000 students. The project will also provide facilities for 40 pre-school placements.|
|Googong Public School [Determined]||Construction of a new primary school in the new town of Googong that would have the capacity for 700 students and 60 staff following completion.|
|Murrumbateman Public School [Determined]||Construction of a new primary school facility to accommodate 550-720 students. The proposal is to be built in two stages to meet the anticipated gradual increase in student numbers.|
|North Sydney Public School [Determined]||Upgrades to increase the capacity of the school from 869 to 1,000 students, including the demolition of Blocks B, C, H and five demountable classrooms, the construction of two new buildings and the refurbishment of Blocks A, D, F and G.|
|Great Western Battery Energy Storage System||Development of a 500 MW battery energy storage facility with associated infrastructure.|
|Eden Street, Arncliffe Mixed Use Redevelopment [Determined]||Demolition of all existing buildings on site and the construction of a 4-tower mixed-use development including with residential, retail and childcare centre.|
|Royal Prince Alfred Hospital Redevelopment||Refurbishment of existing hospital spaces, a new hospital building and expanded and enhanced services.|
|Talavera Road DC Expansion||Construction and operation of an expansion to the existing Talavera Road Data Centre Campus in Macquarie Park.|
|Yarraman Abattoir and Feedlot [Withdrawn]||Construction and operation of a modern abattoir and feedlot using current world’s best practice systems in construction, equipment, animal handling and environmental considerations.|
|Pacific Bay Resort Studios & Village||Construction of Pacific Bay Resort Studios and Village comprising studios, workshops and warehouses, a film school, hotel, museum, residential accommodation and supporting infrastructure|
|Eraring BESS [Determined]||Construction and operation of a standalone 700MW battery storage system and ancillary infrastructure.|
|Middlebrook Solar Farm||Up to 500 MW proposed solar farm and battery storage up to 100 MW / 150 MWh and associated infrastructure.|
|Wallerawang BESS [Determined]||Construction and operation of a 500MW / 1,000MW/h battery energy storage system with associated infrastructure and connection works.|
|Williamtown Special Activation Precinct (SAP)||Proposed 137-hectare employment precinct to create a defence and aerospace hub.|
|Uniting Yagoona Seniors Housing Development [Withdrawn]||Construction and operation of a residential aged care facility and independent living units with shared community facilities.|
|Telstra Exchange Site, St Leonards||A build to rent development comprising 280 build to rent apartments, 1,939m2 commercial office space, 118m2 active retail frontage, podium car parking with 160 spaces and associated car stacker.|
|Uniting Charlestown||Development of construction and operation of a residential aged care facility building incorporating ancillary uses; two seniors housing buildings comprising of independent living units and ancillary uses; Residential Flat Building (RFB); and one into three lot subdivision.|
|Birriwa Solar Farm||Development of a 600 MW solar farm, energy storage facility and associated infrastructure.|
|Port Kembla Power Station||Development of a new power station that generates 635kw of power from the natural gas terminal at Port Kembla and includes construction of a new transmission line to connect to existing electricity transmission network.|
|HVO North open cut coal continuation project||Extension of mining operations from 2030 to 2050 for the North Mine including upgrades to existing facilities and infrastructure.|
|HVO South open cut coal continuation project||Extension of the mining operations from 2025 to 2045 for the South Mine including and upgrades to existing facilities and infrastructure for the mine to continue operations.|
|Build to Rent 41-43 Hassall St, Parramatta||Construction and operation of a 34 storey Build to Rent apartment building with 195 apartments, 4 basement levels of parking for 120 cars and 200 bicycles and communal facilities.|
|Carlingford Aged Care and Seniors Living||Construction and operation of Senior’s housing comprising 130 independent living units, a 96-bed residential aged care facility and basement car parking.|
|Shoalhaven Hydro Main Works||Expansion (construction and operation) of pumped hydro energy storage scheme increasing existing capacity of 240MW by an additional 235MW. Works include new underground power station, tunnels, underground and overground water pipelines, surge tanks and intake and outlet structures, near Kangaroo Valley.|
|Wellington South BESS||Construction and operation of a BESS with a maximum storage capacity of 500 MW / 1000 MWh in the Central West and Orana Renewable Energy Zone (REZ).|
|Winter Sports World||Construction and operation of a Winter Sports facility, Jamisontown.|
