Penrith Lakes is governed by the Chapter 5 Penrith Lakes Scheme of the State Environmental Planning Policy (Precincts – Western Parkland City) 2021, hereafter referred to as Penrith Lakes Scheme policy.
The Penrith Lakes Scheme policy includes a Land Zoning Map (PDF, 2.3 MB) that shows what is permissible at the site.
The NSW Government is committed to making Penrith Lakes a destination to play, relax, work and visit.
In August 2021, the department proposed changes to the Penrith Lakes Scheme policy that will increase employment, recreational and tourism opportunities within Western Sydney.

The department undertook a strategic assessment in 2020 to extend the boundary of the employment zone. As part of the assessment, we also considered rezoning other land, including a planned constructed wetland, to environment zone to reflect the proposed long-term use of the area.
A Consultation Paper outlining the proposed changes was on public exhibition between April and May 2020, 58 responses were received, and after considering feedback, the amendment was made on 10 July 2020.
