Leppington Town Centre has now been rezoned, enabling a major new centre in South West Sydney.

The plan builds on existing infrastructure, including the Leppington train station, to support a well-connected town centre.

The final planning controls support the delivery of around 11,500 homes and 11,000 jobs over the next 20 years and the potential for up to 47,000 new homes over the longer term.

The plan focuses growth around Leppington train station, with homes, jobs, services and open space all within walking distance.

Rezoning sets the planning rules for how land can be used and developed. It does not approve construction.

These updates respond to feedback from the community, councils and NSW Government agencies and ensure the precinct can be delivered.

How the precinct will grow

The plan focuses growth close to the station to support walking, public transport, and access to jobs and services.

Taller buildings are located near the station, with heights stepping down to surrounding neighbourhoods. This creates a more balanced and liveable town centre.

The plan includes a connected network of streets, parks and open spaces. Most homes will be within walking distance of green space.

Road upgrades will be considered as the precinct develops to support future growth, including key regional connections such as Rickard Road, Ingleburn Road, and Edmondson Avenue.

Over time, the precinct will deliver new homes, jobs, shops, services, and community facilities.

What happens next

The rezoning is complete and planning controls are in place.

Development applications can now be submitted, with construction expected to begin in the next 2 to 5 years.

Councils will finalise development control plans and contributions plans to support infrastructure delivery.

There is strong market interest in the precinct, with development expected to occur over time as the area is built out.

Community consultation

Liverpool City Council and Camden Council worked together to prepare planning proposals for the Leppington Town Centre and submitted them to the Department in 2021 and 2022. The proposals respond to major changes since the area was rezoned in 2013, including the Western Sydney Airport and Aerotropolis.

Both councils publicly exhibited the proposals from November 2023 to February 2024. The Department reviewed feedback from the community, councils and NSW Government agencies and used it to improve the final plans.

In December 2024, the NSW Government declared the Leppington Town Centre a state-assessed rezoning proposal. This means the Department finalises the proposal under the State Significant Rezoning Policy, which helps assess complex proposals more efficiently.

The Department has worked closely with Camden and Liverpool councils throughout the assessment and finalisation process to build on their planning work and deliver a consistent outcome.
