Housing 2041 is a whole-of-government approach that establishes a 20-year vision for the people of NSW. It sets a long-term strategy for better housing outcomes, focusing on supply, affordability, diversity and resilience.
The strategy approaches housing solutions holistically, looking at population patterns, economic, social and environmental effects, and other trends that affect the way we live.
It also acknowledges that people’s housing needs change, depending on life events, goals and capacity.
Collaboration is at the centre of the strategy and will be key to its success.
How we’re implementing Housing 2041
We are carrying out action plans to deliver secure, diverse, affordable and resilient housing.
We will continue to update our plans to achieve our 20-year vision. In June 2022, the NSW Government announced the $2.8-billion 2022–23 housing package to boost supply and delivery of homes across the state.
We are also developing a new action plan to set housing outcomes for the next 5 years.





Supporting initiatives
The following initiatives support the strategy and its action plans.
The Housing State Environmental Planning Policy will drive the development of more affordable and diverse housing to meet the needs of our growing communities.
Access housing data at the Housing Evidence Centre. We use its data to make decisions about housing policy based on evidence. The centre also supports housing programs, and investment and service delivery for all levels of government and by industry and non-government organisations.

The Urban Development Program (UDP) is the NSW Government’s program for monitoring housing, employment and land supply, and for coordinating infrastructure across Greater Sydney.
The Government Property Index allows you to view basic information and submit proposals for government-owned land.
The cross-sector Expert Housing Advisory Panel guides delivery of Housing 2041 and increases collaboration across government and the housing sector.
In 2021, the NSW Government commissioned The Place You Live survey (PDF, 2.9 MB). We asked a diverse range of NSW citizens how they feel about where they live, particularly their homes and neighbourhood amenities. The results have informed our work and the development of future housing responses.
