Precincts-Regional SEPP
Development assessments for alpine resorts are governed by the State Environmental Planning Policy (Precincts—Regional) 2021 (Precincts-Regional SEPP), Chapter 4, which ensures development is ecologically sustainable and protects natural systems and biodiversity.
Key requirements of the Precincts Regional SEPP, Chapter 4 include:
- permitted and prohibited development in each resort area in the Alpine Region
- requirements and standards for exempt and complying development
- consideration of the Snowy Mountains Special Activation Precinct Master Plan and Kosciuszko National Park Plan of Management
- consultation and referral to National Parks and Wildlife Service and other agencies and consideration of advice and submissions received
- geotechnical and land stability issues associated with construction in steep alpine environments to be rigorously assessed (see Alpine geotechnical policy)
- building fire safety provisions for tourist and visitor accommodation (see Alpine fire safety policy)
- heritage and flooding.

Alpine Region Development Control Plan
The Alpine Region Development Control Plan 2025 (Alpine Region DCP) came into effect on 14 January 2025 and supports the statutory planning framework of the Alpine Region including Precincts-Regional SEPP, Chapter 4, and the Snowy Mountains SAP Master Plan.
The Alpine Region DCP:
- applies to the same land as the Precincts-Regional SEPP, Chapter 4 applies
- provides detailed provisions to guide development to achieve the aims and objectives of Chapter 4 of the Precincts Regional SEPP
- includes detailed objectives and controls for ensuring well-designed, quality-built form and development within the Alpine Region.
Assessment of development applications lodged from 14 January 2025 will have regard to:
- Chapter 4 of the Precincts Regional SEPP
- the Alpine Region DCP
- Snowy Mountains Special Activation Precinct Master Plan
- other matters listed in section 4.15 of the EP&A Act.

Community participation plan
The Department's community participation plan sets out how the Department will engage the public in its decision-making. Applications meeting certain criteria in the Alpine Region may not be required by the Department to be exhibited.
