Caravan parks and manufactured home estates

The Housing SEPP contains planning provisions to facilitate the development of new caravan parks and manufactured home estates.  

Both development types are permitted with consent in zones where the relevant local environmental plan permits caravan park, subject to certain exclusions set out at schedule 6 of the Housing SEPP.  

The operation of a caravan park or manufactured home estate also requires activity approval under the Local Government Act 1993. Activity approval is issued by the relevant local council and must satisfy requirements set out in the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021. 

Moveable dwellings

Moveable dwellings include caravans, campervans and tents as well as manufactured homes. Moveable dwellings are often used in caravan parks or manufactured home estates to provide both short-term tourist accommodation and permanent residences. However, there is also increasing use of these types of dwellings outside parks and estates. The installation of a moveable dwelling requires activity approval under the Local Government Act 1993 unless a specific exemption applies either under the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021, or the council’s local approvals policy.
