The NSW Government is proposing to rezone land around the existing Edgecliff Station and future Woollahra Station in Sydney’s east under the State Significant Rezoning Policy to enable the delivery of more homes close to public transport, jobs, services and open space.  

The draft Edgecliff-Woollahra Precinct State-led Rezoning Proposal supports a balanced, state-wide approach to increasing housing supply and diversity, creating more opportunities for people to live near Sydney’s inner city. It aims to support people at different stages of life, including growing families, young professionals and downsizers. 

The draft proposal is supported by the draft Edgecliff-Woollahra Precinct Master Plan which provides a long-term vision for the next 20 years, helping to strengthen Edgecliff and Woollahra so that future housing is supported by infrastructure, services and public amenities. 

We have prepared the proposal with guidance from relevant Woollahra Municipal Council staff, Transport for NSW, Traditional Custodians and other NSW Government agencies.

Have your say – Draft rezoning proposal

We are seeking community feedback on the draft rezoning proposal from Tuesday 8 September 2026 until 5 pm Wednesday 7 October 2026.

Highlights of the rezoning proposal

The draft proposal will enable:

  • approximately 9,400 new homes, with an affordable housing contribution base rate of 3% in perpetuity, increasing up to 15% for certain sites
  • higher-density housing and commercial spaces of up to 34 storeys around Edgecliff Station and 32 storeys around Woollahra Station
  • a larger retail centre at Edgecliff and a new Woollahra local centre, creating up to 1,000 jobs and providing additional community facilities and services
  • retention and integration of local heritage items into the surrounding areas
  • approximately 3.5 hectares of new and upgraded public open space across 13 parks (7 new parks, 6 existing parks) and a plaza
  • improved connections throughout the precinct with up to 9 km of new walking and cycling paths
  • planning controls that promote retention of tree canopy and provision for more landscape features.

Community drop-in sessions

To support discussions about the draft proposal, we are hosting drop-in sessions at The Lawns of Double Bay where you can speak with our planners about the draft proposal. No formal presentation will be given.

The precinct has been divided into 8 character areas to help guide the master planning process, as shown on the Edgecliff-Woollahra character areas map (PDF, 4.2 MB). The character area names are to inform the master plan and we do not intend to formally rename any location in the precinct.

Drop-in sessions have been organised by character area. If you live in or around one of these areas, register for a session using the relevant link. The same information will be made available at all sessions. Ensure you bring a copy of your registration ticket with you to your selected session.

What happens next

After exhibition closes, we will analyse your feedback, consider changes, and make a recommendation to the Minister for Planning and Public Spaces. The proposal is expected to be finalised in 2027.

Transport for NSW is currently working on the design of the new station and will seek community feedback as the project progresses.
