A Metropolis of Three Cities

The Greater Sydney Region Plan — Metropolis of Three Cities was released in 2018 and is the current strategic regional plan for Sydney until it is replaced by the finalised Sydney Plan.

The district plans are a guide for implementing the Greater Sydney Region Plan – A Metropolis of Three Cities (PDF, 12.7 MB) at a district level.

During 2019 and 2020, councils Sydney councils reviewed their Local Environmental Plans and developed their first Local Strategic Planning Statements.

Sydney continues to grow and evolve. The draft Sydney Plan sets out how the NSW Government will manage growth across the Sydney region over the next 20 years. Once finalised, it will replace the Greater Sydney Region Plan – A Metropolis of Three Cities (2018) and associated district plans as the first of a new generation of regional plans outlined in A New Approach to Strategic planning: Discussion Paper.

The draft Sydney Plan is currently on exhibition and open for feedback until 5 pm, 27 February 2026.
