Marsden Park North is located in Sydney’s North West Growth Area, approximately 12 km from the Blacktown CBD.
The Marsden Park North Rezoning Proposal (the proposal) enables the development of a new employment precinct to create more jobs in Sydney’s north-west, attract business investment, and strengthen the local economy. It also proposes a smaller residential precinct in the south surrounded by existing homes. The proposal balances growth with protection of the natural environment, while making the community safer and more flood resilient
The rezoning proposal, explanation of intended effect, and accompanying documents were exhibited from 17 November 2025 to 30 January 2026 on the NSW Planning Portal. We hosted 4 community information sessions during exhibition and thank the community and other stakeholders who attended a session or made a submission.

Highlights of the draft proposal include:
- approximately 260 hectares of employment land for almost 3,900 new local jobs
- around 960 homes on land that is less impacted by flooding
- close to 60 hectares of open space including 5 new double playing fields
- protection of more than 80 hectares of conservation land and riparian corridors
- inclusion of cultural values and connections to Country
- new transport links including roads, cycleways and footpaths.
What happens next
We are considering the submissions received during exhibition to inform the finalisation of the rezoning proposal and will prepare a finalisation report.

What has happened
The Department of Planning, Housing and Infrastructure (the Department) exhibited a draft precinct plan for Marsden Park North in late 2018 proposing approximately 6,200 low to medium density homes. Following exhibition, major flooding occurred across North West Sydney.
The 2022 NSW Flood Inquiry was established to review the outcomes of recent flood events and made several recommendations regarding future development in the Hawkesbury-Nepean Valley. The Department’s Flood Advisory Panel (the Panel) considered these recommendations, along with high-risk rezonings such as Marsden Park North, and found that the flood risk in Marsden Park North may be greater than previously known.
In 2023, the Department announced that the draft precinct plan for Marsden Park North should not proceed. Read the 2018 draft precinct plan finalisation documents on the NSW Planning Portal.
In September 2024, work started on a new rezoning proposal for Marsden Park North that considers new flood studies and guidelines as well as evacuation in a major flood. This revised proposal was exhibited from November 2025 to January 2026.
