This consolidated version of the Environmental Planning and Assessment (Housing and Productivity Contributions) Order 2024 incorporates the amendments made by:
- Environmental Planning and Assessment (Housing and Productivity Contributions) Amendment (Repeal of Western Sydney SIC Determinations) Order 2026, which commenced on 1 July 2026 and
- Environmental Planning and Assessment (Housing and Productivity Contributions) Amendment (Strategic Biodiversity Components) Order 2025, which commenced on 1 February 2026.
This consolidated version does not replace the Orders made by the Minister and published on this website.
The attached HPC maps comprise those approved pursuant to the Amendment Order 2026, effective from 1 July 2026.

The Amendment Order 2026 repeals the Western Sydney Growth Areas SIC and the Western Sydney Aerotropolis SIC and replace them with the Housing and Productivity Contribution as of 1 July 2026.
This version of the Environmental Planning and Assessment (Housing and Productivity Contributions) Order 2024 incorporates the amendments made by the Environmental Planning and Assessment (Housing and Productivity Contributions) Amendment (Strategic Biodiversity Components) Order 2025, which commenced on 1 February 2026. This consolidated version does not replace the Orders made by the Minister and published on this website.
Environmental Planning and Assessment (Housing and Productivity Contribution) Order 2024
Order applicable to development applications lodged on or after 1 July 2024. This Order also applies to some applications made before 1 July 2024 for land within the Cumberland Plain Conservation Plan Area that had been made but not yet determined on 1 July 2024.
The Amendment Order 2025 brings into effect the West Dapto Strategic Biodiversity Component as of 1 February 2026.
