Local Housing Strategies

Councils across Greater Sydney have prepared local housing strategies that will support the delivery of new homes.

The NSW Government is working closely with all councils across Greater Sydney to help them reach their housing supply targets to meet the needs of their growing and changing communities

All councils have prepared local housing strategies that will support the delivery of new homes in the right locations

Local housing strategies identify opportunities to deliver the amount of housing and diversity of housing needed, in line with infrastructure and access to services and open space. The strategies use a place-based planning approach to help achieve great places to live. This approach includes the creation of walkable neighbourhoods that support active and healthy lifestyles, as well as the creation and renewal of great spaces.

These strategies enable councils to align the vision for their local area with the housing objectives and targets established in the relevant regional plan for regional areas, and for Sydney with the NSW Government’s Greater Sydney Region Plan and District Plans.

By being clear about each Local Government Area’s future housing requirements, local housing strategies help councils and state agencies consider the opportunities for the right type of housing in the right places and progress the changes needed to deliver that housing.

Local Housing Strategy implementation

The department is working closely with councils to provide the support and resources needed to implement these strategies, including to:

  • Provide ongoing support to councils to manage strategic planning outcomes.
  • Assist councils to troubleshoot planning issues and identify projects for prioritisation.
  • Develop a streamlined and more transparent framework for future iterations of local housing strategies.

This approach will provide a clear line of sight over the local housing strategy-making processes. This will enable the NSW Government to respond to issues raised by councils and agencies to clarify capacity and development opportunities to contribute to the housing pipeline.

Local housing strategies will be implemented by councils through updates to their Local Environment Plans (LEPs).
