The NSW Department of Planning, Housing and Infrastructure welcomes early enquiries about development proposals within the Alpine Region.
The Alpine Resorts Team can answer enquiries about planning rules, approval requirements and building codes for development proposals. The team can also review preliminary proposals and draft applications and provide feedback before lodgement.
General enquiries
You can make a general enquiry and receive informal advice from the Department's Alpine Resorts Team by phone or in writing.
The Department can give general planning advice on:
- planning controls and policies applying to development
- whether your proposal is permissible and likely to require formal approval or can be done without consent (exempt development)
- the controls applying to your property (for example, whether your property is heritage-listed)
- the process for applying for approval to carry out the work.
To make a general enquiry you can call the Alpine Resorts Team on 02 6448 8500. Planning and building officers are available for general enquiries Monday to Friday between 9:30 am and 1:00 pm, or otherwise by appointment. Alternately, you can submit an enquiry to the Alpine Resorts Team via the enquiry form.
Over-the-phone advice
Over-the-phone advice is provided via a 15-minute phone call. If the Alpine Resorts Team is unable to handle your enquiry immediately, you will receive a call back, typically within 3 business days of your enquiry.
Email advice
If you have submitted an enquiry via our enquiry form or if your over-the-phone enquiry requires further investigation, the Department will provide a written response via email within 5 business days.
Pre-lodgement meeting
Pre-lodgement meetings are available to support applicants through the development application process. These meetings provide an opportunity for early engagement and feedback on draft applications and concept proposals. They are intended for discussion and clarification only, and do not indicate the likely outcome of any future development application.
These meetings are most appropriate:
- for large or more complex projects with multiple planning considerations
- for developments in sensitive or challenging locations (includes on-mountain development)
- for projects requiring variations or exceptions to existing planning rules
- where otherwise recommended by the Department.
The Department will acknowledge a request for a meeting within 3 business days, and the pre-lodgement meeting will generally be held within 7 business days.
Pre-lodgement meetings can be held:
- online (via video call)
- at the Department’s Jindabyne office
- on-site (where agreed with or required by the Department).

How to request a pre-lodgement meeting

Step 1
Submit an enquiry and select 'Pre-lodgement meeting request' for the type of enquiry and complete all relevant sections.

Step 2
Attach supporting documents (e.g. concept plans, survey plans, site plans and other key supporting documents) and submit your request.

Step 3
The Department will confirm your meeting within 3 business days and advise the date, time, and location. Pre-lodgement meetings will generally be scheduled within 7 business days but are subject to availability.

Step 4
The meeting will be held to discuss your proposal.

Step 5
After the meeting, a written summary of the advice and key issues discussed will be sent to you within 5 business days.
Fees and charges
The Department provides these planning and building advisory services free of charge to encourage early engagement, support high-quality development applications, and improve community understanding of the planning system.
Important notes
- Pre-lodgement advice won’t include whether the proposal will be approved.
- Assessment and determination will occur once the development application has been lodged.
- Issues not identified at the pre-lodgement meeting may still emerge during the consideration of the application.
