The Central State Significant Precinct covers 24 ha bound by Pitt Street to the west, Cleveland Street to the south, Eddy Avenue to the north and Elizabeth Street to the east.

The Tech Central vision

The urban renewal of Central Precinct has been identified as a key project for achieving the vision for Tech Central.

Tech Central is the biggest innovation district of its kind in Australia, made up of 6 connected neighbourhoods near the Sydney CBD (Haymarket, Ultimo, Surry Hills, Camperdown, Darlington North Eveleigh and South Eveleigh).

Central Precinct rezoning proposal

An initial rezoning proposal for the Central Precinct prepared by Transport for NSW (TfNSW) was made available for public feedback between 22 August and 4 October 2022 by the Department of Planning, Housing and Infrastructure.

The Minister for Planning and Public Spaces has approved a revised rezoning proposal for the Central Precinct.

The rezoning will enable the delivery of approximately:

  • 950 new homes with 30% designated as affordable housing
  • 2,400 new jobs
  • 13,500 m2 of new open space.

What happens next

Development applications (DA) for sites within the precinct can now be lodged for consideration. The community and other stakeholders will have the opportunity to provide feedback on these plans as part of the DA process.

What’s happened so far

TfNSW prepared study requirements in consultation with City of Sydney and other Government agencies to guide investigations into proposed new planning controls within the Central Precinct. A Central Precinct Strategic Framework (PDF, 14.9 MB) was then prepared by TfNSW, setting the vision and principles for development within the precinct.

The first rezoning to occur within the Precinct was the Western Gateway sub-precinct, consisting of 3 separate development sites: Block A, B and C (PDF, 2 MB). The Western Gateway Design Guide (PDF, 1.1 MB) applies to the sub-precinct and will ensure development results in high-quality design and an appropriate heritage response.

Blocks A and B were rezoned in August 2020 to enable the delivery of Atlassian’s new global headquarters and a significant redevelopment proposal from Dexus and Frasers. The proposal will deliver 232,000 m2 of non-residential space for commercial, retail and hotel uses. For more information on this rezoning, visit the NSW Planning Portal.

Block C was rezoned in October 2021 to enable development above and adjacent to the Parcel Post building (the Adina Hotel) and provide an additional 43,000 m2 of non-residential space in the precinct. For more information on this rezoning, visit the NSW Planning Portal.
