Sydney Olympic Park is known internationally as a world-class sporting and event precinct. Sydney Olympic Park is also a highly suitable location to plan for new jobs, homes and services.
Sydney Olympic Park Authority (SOPA) has prepared a master plan and rezoning proposal to support the growth of Sydney Olympic Park.
Sydney Olympic Park Master Plan 2050
The Master Plan 2050 replaces the previously approved Master Plan 2030. On 1 April 2025, the Sydney Olympic Park Authority and the Department of Planning, Housing and Infrastructure finalised Master Plan 2050, with a bold new vision for a vibrant, mixed-use community with up to 15,000 homes and increased capacity for up to 26,000 jobs.
The plan proposes a series of resilient and well-connected residential neighbourhoods, precincts and parklands that will deliver more housing and greater affordability. Together, these elements will boost local activity and employment while providing sustainable green spaces that support local and regional biodiversity. They will also create more opportunities for recreation.
Master Plan 2050 is supported by the NSW Government's investment in new transport infrastructure, with the Sydney Metro West providing easy access to both the Sydney and Parramatta CBDs.
The plan ensures that a coordinated, long-term development plan is in place for Sydney Olympic Park and outlines development controls to guide sustainable growth to support nearly 33,000 residents by 2050.
Key features
Spanning 640 hectares, the Sydney Olympic Park Master Plan 2050 sets out a clear pathway to:
- Enable a total of 15,000 homes, including a minimum 5% affordable housing, ensuring more families can live close to jobs, schools, and transport.
- Increase capacity for up to 26,000 jobs by unlocking investment in innovation, cultural, and commercial precincts.
- Protect 430 hectares of parklands, expand the tree canopy and enhance biodiversity, including wetlands and parklands.
- Create a sustainable, carbon-neutral, car-lite precinct that carries on the environmental legacy of the 'Green' 2000 Sydney Olympic Games.
- Protect and celebrate our First Nations heritage in the area.
- Deliver for families with 10 new playgrounds, 8 new outdoor public spaces and 4 new sports fields.
- Provide cultural and recreational opportunities with a cultural centre, library and community hub, and sports and leisure centre planned for the precinct.
- Deliver dedicated land for schools, to support a thriving and inclusive suburb.

What has happened
The draft Sydney Olympic Park Master Plan 2050 was on public exhibition from 28 October to 29 November 2024.
A total of 498 submissions were received during the exhibition period. A large majority were from members of the community, community organisations and sporting groups. Others were from leaseholders and landowners, state agencies, and neighbouring councils.
What happens next
The Sydney Olympic Park Master Plan 2050 is supported by changes to State Environmental Planning Policy (Precincts – Central River City) 2021. These changes will allow for more development opportunities in Sydney Olympic Park.
This means that development applications can be submitted for new projects aligned with the new planning controls. It is expected that development will be staged to occur over the next 25 years.
A mandatory review of Master Plan 2050 by the Sydney Olympic Park Authority is also due in approximately 5 years' time.
