Support for navigating planning in NSW
We partner with developers, community housing providers, and Aboriginal land managers to help them navigate planning pathways, resolve complex issues and progress priority projects that align with NSW Government objectives for housing, infrastructure and investment.
Working closely with state agencies, local government, and industry, we focus on removing barriers and improving the efficiency of the planning system.
What we do
We provide early, practical support to help projects move through the planning system by:
- Identifying planning pathways and options within the Department and across government.
- Connecting proponents, consent authorities and government agencies to resolve complex issues.
- Keeping industry informed of policy reform and consultation opportunities.
- Identifying emerging issues and trends to improve the planning system.
We also work closely with the Development Coordination Authority to resolve delays related to agency approvals for residential development projects, supporting faster planning outcomes.
What we don't do
- Make statutory planning decisions or exercise approval powers.
- Guarantee planning outcomes or determinations.
- Interfere with or lobby decision-makers on behalf of proponents.
- Override consent authorities or statutory referral agencies.
- Provide legal advice.
Developer concierge
The Developer concierge service works with key residential, commercial, and industrial proponents to support investment and resolve planning delays. The service supports the NSW Government’s commitment to deliver 377,000 new homes under the National Housing Accord and strengthen the NSW economy.

Aboriginal planning concierge
The Aboriginal planning concierge service works with Aboriginal land managers including Local Aboriginal Land Councils (LALCs) and Registered Native Title Body Corporates (RNTBC). The service supports the self-determination of Aboriginal communities to help ensure interactions with the planning system enable Aboriginal land managers to pursue cultural, environmental and economic aspirations on their land.

Community housing concierge
The community housing concierge works with community housing providers (CHPs), recognising the unique challenges they face in accelerating the delivery of social and affordable homes to help ensure more people have access to a safe and secure place to live. The service supports the delivery of over 3,600 new affordable homes over the next five years, aligned with the NSW Government’s commitments under the National Housing Accord.
