The NSW Government is committed to delivering more homes in communities that offer a great quality of life. 

To support the additional homes around the Transport Oriented Development Accelerated Precincts, we are investing up to $520 million in community infrastructure, including critical road upgrades, transport links, and high-quality public open spaces.

Over the next 3 years, the Transport Oriented Development Community Infrastructure Program will provide $220 million for pedestrian safety upgrades, walking and cycling infrastructure, and enhancements to local streets and plazas in areas slated for almost 60,000 new homes.

Funded projects will include new footpaths and shared paths, street furniture and shade, improved lighting and landscaping, upgraded bus shelters and wayfinding, and road upgrades that prioritise pedestrian and cyclist movement.

The program will be delivered over 3 rounds.

Community Infrastructure Grants – now open

Round one is now open for councils within each Transport Oriented Development Accelerated Precinct to apply for a share of $90 million to fund community infrastructure projects.

Councils are encouraged to nominate infrastructure projects by 5pm on Monday 18 May 2026.

Eligible projects must be located within the Transport Oriented Development Accelerated Precincts.

Successful applicants will be announced later in 2026.

How much funding is available through the Transport Oriented Development Accelerated Precincts program?

The NSW Government is investing up to $520 million in community infrastructure in Transport Oriented Development Accelerated Precincts, with $220 million allocated specifically for community infrastructure. We are also investing $300 million to support the precincts to deliver new public open space to enhance liveability in growing communities.

Round one of the program provides $90 million in available grant funding to councils in Transport Oriented Development Accelerated Precincts.

What types of projects are eligible for community infrastructure funding?

Eligible projects include community infrastructure, such as footpath upgrades and separated bicycle paths, as well as road upgrades to benefit pedestrian and cyclists within the seven Transport Oriented Development Accelerated Precincts.

Who can apply for the community infrastructure grants?

Councils within the rezoning precincts of each Transport Oriented Development Accelerated Precinct are eligible to apply for community infrastructure grants.

How many projects can a council nominate in round one?

Councils are encouraged to nominate between one and 3 community infrastructure projects for funding. Each project can be between $500,000 to $10 million, depending on the precinct’s share of funding.

Additional projects may be considered in consultation with the Department of Planning, Housing and Infrastructure. Packages of works such as multiple crossings can be submitted as one project.

What is the deadline for community infrastructure grant applications?

Councils must submit their applications by 5pm on Monday, 18 May 2026.

When will the successful grant applications be announced?

Funded projects for round one are expected to be announced in the second half of 2026.
 

What criteria are used to evaluate the applications?

Project proposals will be assessed based on five criteria: 

  • The number of homes that will be served by the infrastructure.
  • Value–for–money considering project costs and economic and health benefits.
  • Alignment with the strategic plans for the TOD Accelerated Precinct.
  • Liveability and design following the NSW Movement & Place framework.
  • Project deliverability.

How can councils apply for the grants?

Applications can be submitted online using the Department's grants portal.

The Department will send eligible councils a copy of the form that can be used to prepare the information required for the grant application.

When will the TOD community infrastructure projects be delivered?

All projects funded under TOD Community Infrastructure Program must be delivered by 30 June 2029.

Some Transport Oriented Development precincts have one council, others have multiple. Will some councils miss out on funding?

In multi-LGA precincts, councils are encouraged to collaborate on projects that are submitted for funding. To be eligible for funding, these councils are required to agree on which projects to submit, and to provide evidence of endorsement of the approach.
