We are planning for the future of Seven Hills

The NSW Department of Planning and Environment, working with Blacktown City Council, invites the Seven Hills’ community to have your say on plans for the future of your area. Your views and feedback will help us to create a Local Character Statement that captures what you value about your area and what you would like to see as part of its future.

Why Seven Hills?

Seven Hills is a great suburb that is well-located near the Blacktown and Parramatta CBDs, as well as an easy commute to the Sydney CBD. It has parks, shops, and access to jobs, as well as access to public transport including the Cumberland and Western train lines and bus services. Seven Hills has the potential to have new community facilities, jobs and homes.

Who is the Department of Planning & Environment?

The Department of Planning and Environment (DPE) prepares plans and strategies to guide growth in NSW, to ensure housing and jobs are provided while protecting our environment. To do this we work with local councils, other government agencies, and communities to plan for how to make great places to live and work.

 

What is council’s role?

Blacktown City Council is working with DPE to plan for the future of Seven Hills. Council has already undertaken some great work in the area and DPE will build upon this to inform planning for the future of Seven Hills.

 

Why are we preparing a Local Character Statement?

We are preparing a Local Character Statement to capture the community’s experiences, view, aspirations, and vision for Seven Hills. This will create principles to guide future plans for the area. Developing a Local Character Statement enables communities to actively and meaningfully participate in the early investigations stage around setting the future direction for Seven Hills.

 

What is involved in the planning process?

Once a planned precinct has been discussed with Council and some preliminary information has been gathered, the preparation of the Local Character Statement will commence. To prepare the Local Character Statement, we need to hear from the Seven Hills community about what they like about the area and how it can be made even better.

 

The Seven Hills Local Character Statement will be a key part of the future planning work for the area and will be used as a key reference point for all technical studies that follow. The Local Character Statement will inform the creation of a precinct plan for Seven Hills, ensuring the plan reflects and strengthens existing local character while responding to the community’s vision for the future.

 

What about schools and infrastructure for Seven Hills?

While we are engaging with the Seven Hills community and developing the Local Character Statement, our technical team, with Council support, are researching and collating information to better understand Seven Hills and how any future changes maybe supported, including schools and infrastructure requirements. This early technical work will also assist in deciding on the precinct boundary.

What is a local character statement?

A Local Character Statement is the collective expression of a community’s experiences, views, and vision for their suburb. It will inform future plans for homes, jobs, parks, and community facilities in an area.

 

A Local Character Statement focuses on five themes of place, landscape, land use, built form and movement that will inform the Precinct Plan for the area.

To help plan a great future for Seven Hills, we are committed to studying and observing the area to develop a draft Precinct Plan.

The rezoning package

The rezoning package for Seven Hills will become the final plan.
