We want to help develop a sustainable renewable energy industry in NSW. Renewable energy is critical to meeting our state’s target of net zero emissions by 2050 and ensuring a secure, affordable electricity supply.
We’re proposing a new energy policy framework to support faster and more consistent decision-making and provide greater certainty for the energy industry and communities. The framework includes guidelines that outline how the impacts of renewable energy projects and transmission infrastructure will be assessed and managed.
The guidelines will ensure communities benefit from renewable energy development and have more transparency and clarity about where and how development occurs.
Exhibition of draft energy policy framework
The framework was on public exhibition from 14 November 2023 to 29 January 2024. You can still view the draft energy policy framework in full on the NSW Planning Portal. We are currently considering all feedback and aim to finalise the framework later this year.
Revised guidance for onshore wind energy projects including updated technical supplements for visual and noise impact assessment.
Guidance for large-scale transmission infrastructure for landscape and visual impacts and other assessment issues.
Updates to the existing 2022 guideline to align with the benefit-sharing guideline and new work on decommissioning.
Guidance for benefit-sharing with communities and creating planning agreements for large-scale wind and solar energy development.
Guidance and a template for landowners entering into host or impact agreements.

Information sessions
Our scheduled information sessions have now finished. In November and December 2023, we hosted community meetings in designated renewable energy zones:

- Armidale (Friday 1 December 2023)
- Griffith (Monday 4 December 2023)
- Singleton (Tuesday 5 December, 2x sessions)
We also hosted an online information session on Wednesday 6 December and held ‘talk to a planner’ phone calls between 6-8 December.
