Five rezonings to unlock thousands of diverse new homes in NSW
The NSW Government is fast–tracking the rezoning of land to enable the delivery of an estimated 7,800 new homes in five high–demand areas across Sydney and regional NSW.
The Department of Planning, Housing and Infrastructure will undertake assessments for rezonings at Beverly Hills Town Centre (West), a site adjacent to Sydney Markets, Shoalhaven Street Precinct (Kiama Depot), the former Wallerawang Power Station, and Eden Estates in Wallsend.
The NSW Government has selected these projects to accelerate the delivery of more well–located homes through the planning system and will coordinate engagement with state agencies, local communities and stakeholders, to reduce timeframes as part of the assessment process.
The rezonings include:
Site adjacent to Sydney Markets
In Flemington a project is proposing a mix of modern housing, retail spaces and new green open space, next to the fresh food markets and the restaurants and nightlife of Strathfield.
The site, which sits along Parramatta Road, benefits from existing transport links, and is within easy access of the parks, pools and bike paths of Sydney Olympic Park.
Beverly Hills
In Beverly Hills Town Centre (West) rezoning a 1.6–hectare strip of land will unlock hundreds of new homes with surrounding retail spaces, in southwest of Sydney.
The site is located on King Georges Rd with direct access to the M5 Motorway and close to parks and health services. The new homes would be located within walking distance of Beverly Hills Station, which links directly to Sydney Airport.
Eden Estates, Wallsend
In Wallsend the rezoning of 574 hectares of vacant land will enable the delivery of thousands of new homes, including affordable and key worker housing, as well as jobs, open space and community facilities, to support the Hunter region’s growing population.
The proposed new Eden Estates community will provide a mix of modern housing, surrounded by green bushland, parklands and modern public amenities in a precinct well–located within suburban Newcastle.
Biodiversity preservation and the creation of new public open space will be prioritised under the proposal.
Shoalhaven Street Precinct
The Shoalhaven Street Precinct (Kiama Depot) is a 2–hectare council–owned site in the heart of Kiama and is well placed for new infill residential development that offers a diversity of housing types and affordable homes.
These homes will be within walking distance of Kiama Beach and its nearby train station, shops and cafes, and the Princes Highway.
The site is currently zoned for industrial purposes and its transition to residential will transform the site to be more in–keeping with the surrounding areas of Kiama.
Former Wallerawang Power Station
The former Wallerawang Power station site has the potential to create new homes and up to 3,500 jobs, while providing more recreation opportunities around Lake Wallace.
The reuse of the former power station supports the post–mining strategies of both the Central West and Orana Regional Plan 2041, and the Lithgow Emerging Economies Transition Plan, which aim to repurpose existing infrastructure.
The plan includes a proposal to repurpose an existing cooling tower into information and education facilities, and a function centre.
The number of new homes to be delivered across each of the rezoning sites is to be determined.
An evaluation panel within the Department assessed each of the projects, with oversight from an independent probity advisor to ensure objectivity and to uphold the best interests of communities.
The State Significant Rezoning Policy, introduced in September 2024, aims to fast track the rezoning of key precincts, and existing planning proposals delayed in the planning system.
These new sites build on the NSW Government’s earlier announcements of State–led and State–assessed rezoning projects. To date, 24 projects have been progressed as state rezonings, with the potential to enable the delivery of an estimated 43,000 homes and 71,000 jobs.
