Orchard Hills sits at the heart of Western Sydney, strategically located within the Western Parkland City.
With emerging connections from the new Orchard Hills Metro Station to Bradfield, Western Sydney Airport and St Marys, Orchard Hills is expected to grow and change over the coming decades and the provision of housing and jobs remains a key priority.
What’s happening now
The Department publicly exhibited a revised Orchard Hills Stage 1 Rezoning Proposal (the revised proposal) from Friday 20 March 2026 to Friday 1 May 2026 (6 weeks) and is now reviewing submissions.
The Department will analyse the feedback received, consider changes, and make a recommendation to the Minister for Planning and Public Spaces.
The proposal is expected to be finalised in late 2026.

Highlights of the revised Stage 1 Rezoning Proposal
The revised proposal will enable:
- approximately 5,700 new homes and 2,100 jobs
- a new town centre around the Orchard Hills Metro Station, with shops, services, entertainment, and public spaces
- almost 20 hectares of open space, including parks, sporting fields, and civic spaces
- protection of waterways and biodiversity
- improved transport links including roads, cycleways and walkways.
What has happened
Orchard Hills was identified as an urban investigation area under the Western City District Plan in 2018 and as a priority precinct in the Greater Penrith to Eastern Creek Strategic Framework.
In 2022, Orchard Hills was announced as a state-led rezoning. The Department exhibited the Orchard Hills: A discussion paper on planning for the future of Orchard Hills in late 2022 and feedback received informed the 2024 Rezoning Proposal and Structure Plan.
The Department exhibited the 2024 Rezoning Proposal and Structure Plan for 14 weeks between October 2024 and February 2025 and received 716 submissions. A revised Stage 1 Orchard Hills Rezoning Proposal was exhibited between March 2026 and May 2026 (6 weeks).
