Concept application and rezoning proposal
The Gadigal people of the Eora Nation are the Traditional Custodians of the place we now call Waterloo.
In April 2026, Homes NSW (formerly, NSW Land and Housing Corporation) submitted a Concept State Significant Development Application and Rezoning Proposal for Waterloo Estate (South).
The proposal is for the approval of a concept application and changes to the planning controls for the land at Waterloo Estate (South). Together, these would guide future development of the land, including:
- the maximum height and size of buildings, including setbacks
- how floor space may be spread across the site
- the overall mix of housing, including a minimum 30% social housing, 50% market housing, and the remainder as affordable housing
- the location of shops, services or other non-residential uses
- how vehicles, pedestrians and cyclists would access and move through the site
- public spaces and streets
- a draft plan showing how development could be staged over time
- site-wide plans to guide future development.
It will guide future development in the estate area and does not include detailed or final building designs. All future development will go through the development application process, including consultation with the community, before any development can begin.
The proposal was on public exhibition between 6 May and 2 June 2026.
The Department is now reviewing all the submissions provided throughout the public exhibition period. If required, changes will be made to the rezoning proposal and concept application in response to this feedback, and before final consideration and determination. This is expected to happen in late 2026.

2022 Planning proposal for Waterloo South
A previous planning proposal for Waterloo South was developed and finalised on 11 November 2022, with the new planning controls taking effect on 28 February 2023.
The plan supported new social and affordable housing and private homes, along with improved access to community facilities, shops and transport. It also provided 2.5 hectares of public open space for sports, cycling and walking.
At least 847 social houses were planned, nearly 100 more homes than previously on the site, with around 7% of new homes set aside for affordable housing.
The proposal was publicly exhibited from 3 March to 29 April 2022. Community feedback and further studies informed improvements to the final plan, including updates to traffic, urban design, safety and sunlight and shadow assessments.
