A Special Infrastructure Contribution (SIC) is proposed to help fund new and upgraded infrastructure to support the delivery of the Greater Macarthur 2040: An interim plan for the Greater Macarthur Growth Area. This interim plan sets out the strategic planning framework for the Growth Area. When finalised, it will guide precinct planning within the Growth Area.

The proposed SIC provides for developer contributions of up to $1.58 billion to be collected from new development. The SIC would help fund infrastructure including:

  • Road and intersection upgrades – $1.2 billion
  • Land for future public transport corridors – $96.2 million
  • Land for schools – $60 million
  • Land for community health facilities – $1.5 million
  • Land for emergency services and police stations – $1.7 million
  • Land for biodiversity conservation – $173.8 million
  • Planning and delivery costs – $23.3 million.

The department exhibited a draft Greater Macarthur Special Infrastructure Contribution plan from November 2018 until February 2019.
