Port Botany, Port Kembla, and the Port of Newcastle are three of the state's largest ports and are recognised as economically significant precincts. They play a vital role in the NSW economy.

Chapter 5 of the Transport and Infrastructure State Environmental Planning Policy sets out the planning framework that supports the efficient operation and future development of the three ports.

Hazard studies

Some development at the ports involves potentially hazardous activities. Safety studies ensure these activities can proceed safely while using streamlined approval pathways.

For complying development involving potentially hazardous activities, you may need to provide:

  • hazard analysis
  • fire safety study
  • hazard and operability study
  • hazard audit.

Qualified assessors

Technical studies must be prepared by qualified professionals approved by the Department (PDF, 73 KB).

Apply now to be an approved hazard specialist

The Department is inviting expressions of interest (EOI) from people to become approved persons to prepare technical studies under the provisions of Schedule 11, Chapter 5 of the Transport and Infrastructure SEPP.

Applications close on Wednesday 24 June 2026.

Approved persons can prepare hazard audits, hazard analysis, fire safety studies or hazard and operability studies in relation to potentially hazardous activities at Port Kembla, Port Botany and the Port of Newcastle.

Note: The period of approval is being extended to 5 years and the next EOI will occur in 2031.

To apply to be an approved person, you will need a degree in science or engineering (or equivalent) and at least 5 years recent and relevant experience performing and critically reviewing the above-mentioned technical studies.
