Four rezonings to enable thousands of new homes across Sydney
The NSW Government is fast-tracking the rezoning of land to support the delivery of approximately 11,000 new homes, including additional social and affordable homes, across Sydney’s north and south-west.
The Department of Planning, Housing and Infrastructure will lead assessments for rezonings across sites at Glenfield West, Tallawong Town Centre, Warwick Farm, and Westmead South Precinct.
The NSW Government has selected these projects to progress as state led rezonings to accelerate more well-located homes through the planning system by coordinating engagement with state agencies, local communities and stakeholders.
The rezonings include:
Glenfield West
In Glenfield West the rezoning of an 85-hectare Landcom site will enable the delivery of a vibrant mix of terraces, apartments, and detached homes, including social and affordable dwellings.
Retail and commercial plans set out in the Glenfield Place Strategy have been scaled back to support a more residential-focused precinct and 2.8 hectares of new public open space.
Glenfield West is a growing and vibrant, walkable and connected community with easy access to transport. The suburb is conveniently located with easy access to the M5 Motorway and Hume Highway, and Glenfield train station.
Tallawong Town Centre
In Tallawong Town Centre, leading the rezoning of 31.8 hectares around the metro station will enable a new higher density neighbourhood with a range of modern homes close to transport, shops and schools.
The proposal aims to deliver more homes, new shops, public spaces, and community infrastructure.
Located within walking distance of Tallawong Metro Station, the site offers easy connections to Rouse Hill, Chatswood, and the Sydney CBD, and with a new public school set to open in 2026, it’s ideal for young families.
Warwick Farm
A proposal in Warwick Farm could enable additional social homes and a new local park by unlocking a 3.9-hectare Homes NSW site on the corner of Mannix Parade and Hume Highway in Southwest Sydney.
The site is a short walk from Warwick Farm train station and close to major bus routes, making it easy for locals to connect to jobs, education and services.
It is also close to Liverpool Hospital, Western Sydney University, Liverpool TAFE, and the Liverpool city centre, giving residents access to healthcare, education, shopping and jobs.
Westmead South Precinct
A proposal for a 125-hectare site in Westmead South Precinct located south of the Westmead Metro Station could enable additional affordable housing.
The precinct is part of a bold long-term vision to transform Westmead into a world-class health and innovation district, with the area already home to Westmead Hospital, The Children’s Hospital, and near Western Sydney University and Parramatta.
The site will offer a vibrant, walkable neighbourhood with a variety of housing choice, green open spaces, and excellent public transport connections.
The number of new homes to be delivered across each of the rezoning sites is to be determined.
An evaluation panel within the Department assessed each of the projects, with oversight from an independent probity advisor to ensure objectivity and to uphold the best interests of communities.
The State Significant Rezoning Policy, introduced in September 2024, aims to fast track the rezoning of key precincts, and existing planning proposals delayed in the planning system.
The Social and Affordable Housing Program, introduced in May 2024, aims to streamline the rezoning process for government agencies, including Homes NSW and Landcom.
These new sites build on the NSW Government’s earlier announcements of State-led and State-assessed rezoning projects. To date, 28 projects have been progressed as state rezonings, with the potential to enable the delivery of an estimated 56,000 homes and 71,000 jobs
