Priority Assessment Program

The NSW Government is committed to streamlining the assessment and determination of projects that inject investment into the NSW economy and keep people in jobs.

Through the Planning System Acceleration Program, we sped up determination of 101 major projects and planning proposals in 24 weeks, creating the opportunity for up to 50,000 jobs, 25,000 dwellings, $25 billion in economic value and 400 hectares of open space.

A NSW Audit Office review of the program’s performance in 2021 found it was delivered effectively.

Building a strong investment pipeline

The next phase of our work is the Priority Assessment Program.

It identifies public or private sector projects with the potential to deliver strong investment, public benefit, economic growth and jobs in the medium-term and to support the state’s economic recovery.

We case-manage the projects through the planning system to help determine major projects faster.

How it works

Projects from the public and private sector are eligible for the program, especially those that are already in the planning system or have come to our attention through the fast-track process.

Selection process

We consult proponents, councils and government agencies when selecting projects for the Priority Assessment Program. We use a 3-stage process that includes:

1. doing a high-level review of the project for potential alignment with program aims
2. reviewing project assumptions and status in detail
3. verifying assumptions with the proponent.

Once we have chosen a project, we work with the proponent to agree on timeframes, assessment pathways and outcomes. 

A project’s inclusion in the program doesn’t pre-determine the assessment outcome. We consider all projects in line with the Environmental Planning and Assessment Act 1979. There is a rigorous level of assessment and consultation for all projects.

We limit the number of projects selected for the program to ensure we can meet timeframes and service agreements.

We are reviewing proposed and existing state-significant development and infrastructure projects to determine which should be in the program.
