Initially rezoned in 2013 as a business, industrial and commercial hub, the Leppington Town Centre Precinct is currently undergoing a detailed review to ensure the planning controls respond to the growth and opportunities for the Leppington Town Centre.

Leppington Town Centre is on the T2 Airport, Inner West and South train lines, located only 15 minutes from the Liverpool CBD and the new Western Sydney International Airport and Aerotropolis Precinct, making it highly suitable for the location of new homes, jobs and community services.

What has happened

In 2021-22, Liverpool City Council and Camden Council jointly submitted planning proposals to the Department to amend the Leppington Town Centre planning controls.

The proposals responded to significant changes since the original rezoning in 2013, including development of Western Sydney Airport and Aerotropolis, and potential rail extensions from Leppington Town Centre.

The planning proposals were publicly exhibited by both councils from November 2023 to February 2024.
In December 2024, Leppington Town Centre was declared a State Assessed Rezoning Proposal, which means the Department is responsible for finalising the planning proposals.

State Assessed Rezoning Proposals are selected through the State Significant Rezoning Policy, which aims to speed up assessment of important, complex planning proposals.
 

What happens next

The Department has reviewed the work undertaken by both councils along with community and agency submissions received during the public exhibition.

The Department is now working towards finalising all technical and supporting studies, including the Indicative Layout Plan and associated planning controls.

The rezoning is expected to be finalised in the first quarter of 2026.
