The New South Wales Government established the Western Sydney Employment Area to provide businesses in the region with land for industry and employment, including transport and logistics, warehousing and office space.
Located about 50 kilometres from the Sydney central business district, the Western Sydney Employment Area will give these businesses access to roads and utility services and is close to the planned new airport at Badgerys Creek. This will also provide people living in Western Sydney the chance to work locally so they can spend less time commuting and more time with their families.
Development proposals in the Western Sydney Employment Area must relate to a development control plan which establishes a master plan for the proposal and surrounding areas.

We exhibited a draft Development Control Plan (DCP) for the southern portion of the Oakdale East Estate at 224-398 Burley Rd, Horsley Park. The draft DCP seeks to facilitate the development of a masonry plant, along with warehousing and distribution facilities.

We exhibited a draft development control plan (DCP) for the Ropes Creek area in Western Sydney. The draft DCP has been developed in close consultation with Blacktown City Council and is supported by a series of technical studies which address key considerations for the planning of the site. In April 2014, the Commonwealth Government confirmed Sydney’s second airport would be built at Badgerys Creek, near the Western Sydney employment area. This means we can expect the Western Sydney Employment Area to provide more than the 57,000 jobs we had predicted over the next 30 years, and the 212,000 jobs we had forecast for the longer term.
The extension to the Western Sydney Employment Area will not involve the rezoning of land.
If we need to rezone any land, we will undertake a detailed assessment and display the proposals for public comment.
All future development proposals will also be required to comply with existing air, noise, and environmental controls as regulated by Commonwealth and State Legislation as part of the development assessment process.
Development in the Western Sydney employment area is governed by the State Environmental Planning Policy (Western Sydney Employment Area) 2009.
Following extensive consultation, the rezoning of the southern portion of the Mamre West Precinct was finalised in June 2016 and new planning controls were introduced to enable industrial development within the Western Sydney Employment Area. For more information please refer to the following:
