Development Control Order issued to Banpu Energy Australia Pty Limited

(SSD-8183) Beryl Solar Farm – Mid-Western Regional LGA

On 10 March 2025, NSW Planning issued a Development Control Order to Banpu Energy Australia Pty Limited to develop and implement a plan to establish effective vegetation buffers around the Beryl Solar Farm to minimise views of the solar panels and ancillary infrastructure. The plan is required to be prepared by an independent, suitably qualified and experienced specialist(s) and submitted to NSW Planning for approval by 4 August 2025.

Development Control Order issued to Suntop SF Pty Ltd

(SSD-8696) Suntop Solar Farm – Dubbo Regional LGA

On 31 March 2025, NSW Planning issued a Development Control Order to Suntop SF Pty Ltd to develop and implement a plan to establish effective vegetation buffers around the Suntop Solar Farm to minimise views of the solar panels and ancillary infrastructure. The plan is required to be prepared by an independent, suitably qualified and experienced specialist(s) and submitted to NSW Planning for approval by 25 August 2025.

Official Caution issued to Road and Rail Excavations Pty Ltd

(SSI-8863) North Sydney LGA

On 5 March 2025, NSW Planning issued an Official Caution to Road and Rail Excavations Pty Ltd for unapproved use of local roads by heavy vehicles associated with the Western Harbour Tunnel and Warringah Freeway Upgrade project between 8 April and 2 December 2024. The local roads used were not included in the Transport and Access Management CEMP Sub-plan and required approval from the Planning Secretary prior to their use by heavy vehicles associated with the project. Road and Rail Excavations Pty Ltd have since implemented corrective and preventative measures to reduce the risk of future non-compliances.

Official Caution issued to Holcim (Australia) Pty Ltd

(DA231-10-99) Mid-Coast LGA

On 13 March 2025, NSW Planning issued an Official Caution to Holcim (Australia) Pty Ltd for failing to notify the Planning Secretary of an exceedance of the annual blast overpressure criterion, and to provide a detailed report. Holcim was required to report this exceedance to NSW Planning as soon as practicable after becoming aware. NSW Planning will continue to monitor the project to ensure compliance with conditions of consent.

Official Caution issued to Elecnor Australia Pty Ltd

(SSD-9255) Uralla Shire LGA

On 24 March 2025, NSW Planning issued an Official Caution to Elecnor Australia Pty Ltd (Elecnor), operators of the New England Solar Farm near Uralla, for a failure to implement the New Finds Procedure of the Heritage Management Plan. Elecnor failed to secure a new finds area between 10 and 13 November 2025, resulting in a tractor accessing the area and causing ground disturbance. Elecnor has cooperated with the department’s investigation, and NSW Planning will continue to monitor the site to ensure compliance with conditions of consent.

Official Caution issued to Origin Energy Eraring Pty Limited

(SSD-15950052) Lake Macquarie City LGA

On 26 March 2025, NSW Planning issued an Official Caution to Origin Energy Eraring Pty Limited for storing equipment and placing temporary buildings outside the approved development boundary of the Eraring Battery Energy Storage System project. NSW Planning is working with Origin Energy Eraring Pty Limited to remove the equipment and will continue to monitor compliance with conditions of consent.
