Priority growth areas and precincts

Three new master planned communities in Sydney's northwest, on the doorstep of new, world class public transport, with new and improved open space, new schools, local jobs, new town squares and pedestrian and cycling connections. 

The Sydney Metro Northwest Urban Corridor consists of eight station precincts along the new Sydney Metro Northwest, part of the NSW Government's Sydney Metro project.

The Bella VistaKellyville and Showground Station Precincts have now been rezoned. Final reports are available.

The department is now working with The Hills Shire Council, Landcom and Transport for NSW to:

  • finalise development control plans and infrastructure plans for the precincts
  • identify local infrastructure suitable for the $15 million Precinct Support Scheme funding.

The rezoning of Bella Vista, Kellyville and Showground Station Precincts is a great opportunity to harness the benefits of the $20 billion Sydney Metro, Australia's largest public transport project.

The rezonings will bring 12,700 new jobs to the area as well as provide for new schools, new and improved open space and parks, town centres, sports facilities, and walking and cycling paths.

Up to 13,400 new homes will be provided including terraces and apartments over the next 20 years, with a new design excellence clause to ensure all buildings meet a high standards of architecture and urban design.

The area will be further supported by $50 million in State Infrastructure Contribution (SIC) funding available towards upgrading Memorial Avenue, spanning the Bella Vista and Kellyville precincts, $21 million towards a new 10 hectare district park and an additional $70 million available for land for a new hospital at Rouse Hill. The draft SIC is on public exhibition until 2 November 2018.

Background

The North West Rail Link Corridor Strategy (PDF, 4.0 MB) includes Structure Plans for each station precinct including Bella Vista, Castle Hill, Cherrybrook Station PrecinctTallawong Station, Kellyville, Norwest, Rouse Hill and Showground Station.

The Strategy was finalised in 2013 to guide and coordinate future planning for the corridor.

The Bella Vista, Kellyville and Showground Station Precincts were nominated as Precincts in August 2014. This nomination accelerated detailed planning, supporting technical studies, community and stakeholder consultation on these areas.

The draft rezoning plans for Bella Vista, Kellyville and Showground Station, were exhibited for 12 weeks from 7 December 2015 to 28 February 2016. The department received over 700 submissions on the draft rezoning plans.

Tallawong Station (Area 20 Precinct), has been rezoned as part of the North West Growth Area.

Infrastructure schedule

As part of the planning for Bella Vista and Kellyville, a number of infrastructure projects were identified to support each precinct's growth. Various options are available for the funding of these infrastructure items including local development contributions, voluntary planning agreements, work in kind, grants and State Infrastructure Contributions. The mechanism will vary depending on the needs and timing of infrastructure delivery.

Online survey report

In early 2016 the Department conducted an online survey to seek feedback from the community on projects that could be funded by the $15 million of Precinct Support Scheme funding available for the Bella Vista, Kellyville and Showground Station Precincts. Around 120 responses were received.
